The Strategic Review and Adjustment of Eastern Seaboard Development Program toward ASEAN Country in Sa Kaeo Province: The Case of Border Casinos

Abstract

This research paper is a qualitative research aimed at reviewing the establishment of Cambodian casinos in the Thai-Cambodian border area in Sa Kaeo province and to offer the strategic adjustment on the casinos in Thailand. The study found that casinos in the area, Poipet, have been expanding since 1997, as a result of global context and the economic, political and social changes in the area so Poipet is considered as a major "Casino City" in Cambodia where the the huge amount of money from casino businesses is invested. Currently, there are 12 casino gambling houses in Poipet. The 3 main agents in the field of border casinos are included 1) the casino owners 2) the hosts and 3) the gamblers. Stakeholder relations are in the nature of a zero-sum game by appearing those who benefit the most from the casino business are "Elites" namely casino owners and hosts. The people who lose in the business is the gamblers themselves. Moreover, the study found out that the casino business seem not to make any direct benefit to local area but leading the problems of law effectiveness because of the negligence of the Cambodian government. This condition creates a chance for the unapproval group of people to be serviced in the csasino. Hence, there are 3 concerned issues in considering the casino’s strategic adjustment in Thailand including 1) the principles of good governance 2) accountability and 3) the sin tax management so that the clusters of elite’s benefit in this zero-sum game would be prevented.
