บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์ในการศึกษาการจัดการภาคีภิบาลป่าไม้และเงื่อนไขความสำเร็จในการจัดการภาคีภิบาลป่าไม้ในพื้นที่คุ้มครองในเขตตำบลดงพญา อำเภอบ่อเกลือ จังหวัดน่าน โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพในการวิจัยเอกสาร การสังเกตการณ์ การสัมภาษณ์เชิงลึก ผลการศึกษาพบว่าภาคีภิบาลป่าไม้ในพื้นที่คุ้มครองในเขตตำบลดงพญา อำเภอบ่อเกลือ จังหวัดน่าน มีกระบวนการและขั้นตอนในการจัดการผู้มีส่วนได้ส่วนเสียที่มีส่วนเกี่ยวข้องในการจัดการทรัพยากรป่าไม้ประกอบด้วย 5 ขั้นตอน คือ 1.การค้นหาและประเมินความสำคัญผู้มีส่วนได้ส่วนเสียในการจัดการป่าไม้ 2.การวิเคราะห์ผู้มีส่วนได้ส่วนเสียอย่างมีส่วนร่วม 3.กำหนดเป้าหมายและแผนการดำเนินงานอย่างมีส่วนร่วม 4.การประชาสัมพันธ์และรับความคิดเห็นจากสมาชิกในชุมชน และ 5.การติดตาม รายงานและถอดบทเรียนผลการดำเนินงาน สำหรับปัจจัยเงื่อนไขความสำเร็จในการจัดการภาคีภิบาลป่าไม้ต้องอาศัยเงื่อนไขสำคัญ 4 ประการ คือ ประการที่ 1 ตระหนักและยอมรับอย่างจริงใจต่อปัญหาที่เกิดขึ้น ประการที่ 2 แสดงความรับผิดชอบต่อบทบาทหน้าที่ที่เกี่ยวข้องรวมถึงผลลัพธ์ที่จะเกิดขึ้นทั้งทางบวกและลบ ประการที่ 3 ใช้ข้อมูลและเครื่องมือที่มีประสิทธิภาพและยอมรับจากทุกฝ่าย ประการที่ 4 ให้ความสำคัญกับการมีส่วนร่วมอย่างแท้จริงกับผู้มีส่วนได้ส่วนเสียทุกกลุ่ม ทุกระดับ
