การสร้างความเป็นมาตรฐานในระบบเกษตรอินทรีย์

บทคัดย่อ
บทความนี้มุ่งทำความเข้าใจการสร้างความเป็นมาตรฐานในระบบเกษตรอินทรีย์ โดยมองผ่านการผลิตข้าวหอมมะลิ อินทรีย์ ในพื้นที่ ภาคอีสานเป็นกรณีศึกษาการสร้างความเป็นมาตรฐานในระบบเกษตรอินทรีย์กระทำผ่านการบังคับใช้กฎข้อบังคับตามมาตรฐานเกษตรอินทรีย์กับชาวนา เพื่อปรับเปลี่ยนระบบการผลิตจากเกษตรเคมีสู่เกษตรอินทรีย์ และเพื่อรองรับการตรวจสอบรับรองคุณภาพมาตรฐานเกษตรอินทรีย์ ซึ่งจะช่วยให้สามารถส่งข้าวอินทรีย์ ไปขายในตลาดต่างประเทศได้ ผู้เขียนมองกระบวนการสร้างมาตรฐานในระบบเกษตรอินทรีย์ในการวิจัยนี้ผ่านแนวคิดการปกครองชีวญาณของมิเชล ฟูโกต์ และมีข้อเสนอว่าการสร้างความเป็นมาตรฐานในระบบเกษตรอินทรีย์กระทำผ่านการควบคุมชาวนา โดยใช้ทั้งอำนาจการบังคับและการสร้างความยินยอมในหมู่ชาวนาการสร้างความยินยอมในหมู่ชาวนาได้สร้างชาวนาผู้เห็นชอบกับการมีวินัยในการควบคุมตนเองและเห็นประโยชน์ของการปฏิบัติตามแนวทางที่กำหนดจากคนอื่นชาวนายอมรับการทำให้เป็นมาตรฐานของระบบเกษตรอินทรีย์ เนื่องจากชาวนาได้รับการอบรมให้เชื่อว่า การปฏิบัติตามคำแนะนำอย่างเคร่งครัดและการควบคุมพฤติกรรมของตนเองไม่ให้ผิดกฎระเบียบของการทำเกษตรอินทรีย์ จะช่วยเพิ่มประสิทธิภาพการผลิต และเพิ่มศักยภาพในการแข่งขันของชาวนาอีสานในระบบตลาดโลก
