Development for Leadership Enhancement Program of Student Council Committees in Secondary Schools under the Secondary Educational Service Area Office 22 and 23

Abstract

          The purposes of this research were to: 1) examine components of leadership of student council committees, 2) construct and develop the leadership enhancement program for student council committees, and 3) validate and assess the effectiveness of the developed program. This Research and Development (R&D) was performed in three phases: Phase I- Investigation of the student council committees, Phase II- Construction and development of the leadership enhancing program for student council committees and Phase III- Validation and evaluation of the program efficiency. The developed program was implemented with a sample of 24 members of student council committees, selected through a purposive sampling technique and volunteering in secondary schools under the Secondary Educational Service Area Office 22 and 23 (SESAO) in the academic year 2020. The tools for evaluating the efficiency of the developed program included: 1) a leadership knowledge and skills assessment form for student council committee members before and after the intervention; and 2) a satisfaction assessment of participants and observers after the intervention. Statistics for data analysis were percentage, mean, standard deviation, and t-test. The findings were as follows: 1. The leadership of student council committees consisted of four components: 1) Human relationship, 2) Responsibility, 3) Decision making, and 4) Team building. 2. The leadership enhancement program for student council committees comprised six components, including rational, objectives, methods for leadership development, contents, activities, and measurement and evaluation  3.The results of effective assessment of the developed program implementation revealed that:    1) Leadership knowledge and skills of student council committee members after the intervention was significantly higher than that of before at the statistical significance of .01 level, and 2) The satisfaction of program participants and observers after the intervention was at the highest level.
