Model Law on Appointing Police Officers Academic Ranks for the Teachers in Educational Institutions of the Royal Thai Police

Abstract

The research on model law on appointing police officers academic ranks for the teachers in educational institutions of the Royal Thai Police aims to (1) investigate the concepts, theories and principles on appointing police officers academic ranks for the teachers in educational institutions of the Royal Thai Police; (2) explore the legal measures of Thailand and the foreign countries on appointing police officers academic ranks for the teachers in educational institutions of the Royal Thai Police; (3) analyze the problems on appointing police officers academic ranks for the teachers in educational institutions of the Royal Thai Police; and (4) draft the model law on appointing police officers academic ranks for the teachers in educational institutions of the Royal Thai Police. This research applied a qualitative research methodology consisting of documentary research and in-depth interview.

The findings revealed that regarding the usage of concepts, principles, and theories in analyzing the model law on appointing police officers academic ranks for the teachers in educational institutions of the Royal Thai Police, the Royal Thai Police has established the National Police Act B.E. 2565 to control and this law has issued criteria and evaluation methods to appoint police officers for the teachers in educational institutions of the Royal Thai Police and people acting as teachers in educational institutions of the Royal Thai Police shall be experienced, knowledgeable, and skillful. However, the results showed that there are no criteria to support and specify the appointment of police officers for the teachers in the Faculty Division of Training Center of Provincial Police Region 1 - 9 during holding a position as teachers in the educational institutions, which leads the teachers to be short of academic quality development for applying knowledge and expert in their areas to solve the problems in communities, societies, and the country.    

Therefore, the researcher would like to propose the model law on appointing police officer academic ranks for the teachers in educational institutions of the Royal Thai Police with the legal structure as follows: (1) Definition, (2) Chapter 1: Appointing Teacher Academic Ranks, (3) Chapter 2: Academic Ranks, (4) Chapter 3: Punishments, and (5) Chapter 4: Proposing to Review the Consideration Result.
