The Development of Creative Leadership in School Administrators towards Excellence in Basic Education Institutions under the Office of Maha Sarakham Primary Educational Service Area 2

The objectives of this research were: (1) to study the current situation, the desired condition, and the needs for the development of creative leadership among school administrators, and (2) to explore guidelines for developing creative leadership of school administrators under the jurisdiction of the Maha Sarakham Primary Educational Service Area Office 2. The sample group consisted of 299 participants, including 141 school administrators and 158 teachers under the Maha Sarakham Primary Educational Service Area Office 2. The research instruments included a five-point Likert scale questionnaire using a dual-response format, a structured interview form, and an assessment form for evaluating the appropriateness and feasibility of the development guidelines. The statistical methods used for data analysis included frequency, percentage, mean, standard deviation.
The research findings revealed that: (1) The current state of creative leadership among school administrators, overall, was at a high level. The desired state of creative leadership among school administrators was, overall, at the highest level. The need for the development of creative leadership among school administrators under the Maha Sarakham Primary Educational Service Area Office 2, overall, showed a modified Priority Needs Index (PNIModified) of 0.117. When considering each aspect in order of priority needs, from highest to lowest, they were: creativity, problem-solving, imagination, individual consideration, flexibility, and vision, respectively. (2) There were 19 identified guidelines for developing the creative leadership of school administrators towards excellence in basic education institutions. The overall assessment of the appropriateness showed, which was at a high level, and the feasibility assessment showed, which was at the highest level.
