The Development of 'RVC-TBank': A Test Bank Management System for Measurement and Evaluation to Enhance Educational Administration Efficiency: A Case Study of Roi Et Vocational College

Abstract

This research aimed to (1) develop the “RVC-TBank” test bank management system for assessment at Roi Et Vocational College, (2) examine the efficiency of the system in managing test items, storage, retrieval, and reporting, and (3) evaluate the satisfaction of administrators, teachers, and students regarding the use of the system. The study employed a research and development (R&D) design consisting of three main phases: (1) analyzing user requirements and designing the system, (2) developing the system as a web-based application that supports test bank creation, automatic test set generation, online examination,                and reporting functions, and (3) evaluating the system’s quality by experts and end-users. The participants included administrators, teachers, and students of Roi Et Vocational College, selected through purposive sampling, totaling individuals. The research instruments comprised a satisfaction questionnaire, a system quality evaluation form, and in-depth interviews. Data were analyzed using percentage, mean, standard deviation, and content analysis. The findings revealed that the developed “RVC-TBank” system effectively met the needs of the institution. Experts evaluated the system quality at a very high level in terms of accuracy, coverage, and user-friendliness, confirming that the system was appropriate for educational management. In addition, the satisfaction levels of administrators, teachers, and students were rated at a very high level. The system significantly enhanced test bank management efficiency, reduced operational time, minimized redundancy in examination preparation, and increased transparency and accountability in the assessment process. In conclusion, the development of “RVC-TBank” provides an effective and practical tool for managing assessment processes in vocational education. The system not only supports administrative decision-making and improves the quality of educational management at Roi Et Vocational College but also has potential to be adapted and applied in other vocational institutions across Thailand to strengthen digital transformation in education.
