Abstract

This conceptual article aimed to analyze the transition and propose a novel conceptual framework for the roles of secretarial and administrative professionals in international higher education institutions amidst the Artificial Intelligence (AI) era. Employing a literature review and theoretical synthesis approach, the study examined academic literature and global policy reports. The study systematically integrated two core competencies: Digital Intelligence (DQ) and Cultural Intelligence (CQ). The synthesized framework proposed a paradigm shift from traditional administrative support to a "Digital-Cultural Strategic Coordinator." This new role involved acting as a business process designer, a strategic data curator, and a virtual presence facilitator within multicultural contexts. Furthermore, the article outlined policy recommendations to overcome bureaucratic structural limitations and mitigate technostress. It emphasized that higher education institutions must concretely promote digital well-being governance and future skills development to sustainably enhance administrative efficiency on a global scale.
