บทวิเคราะห์ “บทบาทรัฐ-สาธารณะ”ในการจัดบริการสาธารณะตามแนวคิดการร่วมผลิต

บทคัดย่อ
บทความนี้ มุ่งนำเสนอการวิเคราะห์บทบาทของรัฐและสาธารณะในการจัดบริการสาธารณะตามกรอบคิดการร่วมผลิต โดยมีวัตถุประสงค์เพื่อสร้างความเข้าใจในแนวคิดการร่วมผลิต ที่กำลังมีอิทธิพลต่อการจัดบริการสาธารณะในปัจจุบัน หากมีการจัดบริการสาธารณะตามกรอบคิดการร่วมผลิต จะพบว่า บทบาทของรัฐและสาธารณะย่อมมีการเปลี่ยนแปลงจากแนวคิดการจัดบริการสาธารณะแบบดั้งเดิม จากเดิมที่มีสถานะเป็นผู้ผลิตเพียงหนึ่งเดียว ได้เปิดโอกาสให้สาธารณะได้เข้ามามีบทบาทมากขึ้น กระทั่งมีสถานะของการเป็นผู้ร่วมผลิต การวิเคราะห์บทบาทผ่านกรอบการร่วมผลิตนั้น จะทำให้มองภาพการจัดบริการสาธารณะที่กำลังเปลี่ยนแปลงจากมือของรัฐไปสู่มือของสาธารณะ ด้วยความเชื่อมั่นที่ว่าจะทำให้การบริการสาธารณะมีประสิทธิภาพประสิทธิผลยิ่งขึ้น
