Guideline Development for School Based Management in the Situation of Disruption of Small School Under Kamphaeng Phet Primary Educational Service Area Office 2

Abstract
The objectives of this research were to study the condition and problems, to compare the conditions of school-based administration, and to determine ways to develop school-based administration in a situation of disruption among small-sized educational institutions under the supervision of the Kamphaeng Phet Primary Educational Service Area Office 2. The study involved a sample consisting of 38 administrators and 216 teachers, totaling 254 people, who were selected by a sample size estimation table of Krejcie & Morgan and using a multi-stage sampling method. The key informants included 17 experts. The tools were questionnaires and interviews. The data analysis was performed using statistical software to present frequency, percentage, mean, standard deviation, t-test Independent, and One Way ANOVA. The results of this research indicated that (1) the overall condition of school-based administration in a situation of disruption was at a high level, and the most significant problem encountered was the lack of innovation in problem-solving in teaching management. (2) The comparison of the management using the school as a base in a situation of disruption classified by education level and by work experience also showed significant statistical differences at the .05 level. (3) The guidelines for developing management, found that 1) administrators should analyze the knowledge and abilities of each person to assign tasks appropriately. 2) Schools should hold meetings with the school committee and parents at least twice a year. 3) Administrators should coordinate with the basic school committee in setting policies and developing the quality improvement plan for the school. 4) Administrators and teachers should constantly receive training to seek new knowledge, follow up on various news from the government to know the more up-to-date systems 5) Schools should be checked by having the school committee and teachers meet to summarize the pros and cons that need to be developed.
