An Investigation of Strategic Planning Problems in Municipal Schools under Warin Chamrap Municipality

Abstract
The objective of this research is examine the problems and challenges associated with the formulation of strategic plans in schools under the authority of Warin Chamrap Municipality, and to propose guidelines for enhancing their effectiveness. A qualitative research design was adopted, employing documentary research methods to collect and analyze relevant documents, including school strategic plans, annual action plans, and meeting reports from three institutions: Warin Wichachart Municipal School, Ban Nong Ta Phoen Mittraphap 5 School, and Ban Suksamran Municipal School.
The findings indicated that the challenges in strategic planning could be classified into three key dimensions. First, process-related issues included the lack of comprehensive environmental analysis, reliance on outdated or unreliable data, and limited engagement of external stakeholders such as parents and community representatives. Second, content-related issues revealed insufficient alignment between school strategic plans and the municipality’s educational policies, along with performance indicators (KPIs) that lacked specificity, measurability, and compliance with the SMART criteria. Third, implementation-related issues were evident in the gap between strategic plans and annual action plans, as well as the absence of systematic and continuous monitoring and evaluation mechanisms.
Drawing on these findings, the study proposes development guidelines to strengthen the efficiency of strategic planning in schools within the local government context. These guidelines emphasize both policy-level improvements for the municipality and operational-level strategies for schools. It is anticipated that their adoption will result in more actionable strategic plans and foster sustainable educational development.
