Abstract

This research aimed to develop and evaluate a participatory management model for enhancing safety in educational opportunity expansion schools. A mixed methods research approach was employed across three sequential phases: Phase 1 conducted Exploratory Factor Analysis (EFA) with a sample of 413 schools; Phase 2 utilized modified Priority Needs Index (PNI modified) analysis and validated appropriateness through expert focus group discussions; and Phase 3 evaluated the model through connoisseurship-based expert seminars.The research findings revealed two principal outcomes:1)The developed participatory management model for safety enhancement in educational opportunity expansion schools comprises five main components: (1) foundational principles, (2) strategic objectives, (3) six core dimensions constituting the 6C Model, (4) management processes based on the McKinsey 7S Model framework—encompassing strategy, structure, systems, shared values, style, staff, and skills—and (5) a comprehensive six-dimensional evaluation process.2) Expert evaluation demonstrated that the model achieved high levels of validity, appropriateness, feasibility, and utility with statistical significance at the .01 level. The developed model can effectively serve as a guideline and prototype for safety management development in educational opportunity expansion schools and can be successfully adapted for implementation in other basic education institutions.
