An Analysis of Needs and Behavioral Factors Affecting Low-Carbon Tourism Intention: A Study among Students in Thai Public Higher Education Institutions

Low-Carbon Tourism is a critical approach to mitigating greenhouse gas emissions from the tourism industry. This research aims to examine the influence of behavioral factors based on an integrated framework of the Theory of Planned Behavior and the Value-Belief-Norm. Theory on the Low-Carbon Tourism Intention of Thai university students, and to analyze these factors across four types of public higher education institutions: Autonomous Public Universities, Rajabhat Universities, Rajamangala Universities of Technology, and other Public Universities. Data were collected through an online questionnaire from 559 students nationwide and analyzed using descriptive statistics, Confirmatory Factor Analysis (CFA), and Multi-group Structural Equation Modeling (Multi-group SEM). The findings indicate that students have a favorable level of knowledge regarding Low-Carbon Tourism (mean = 4.03). Environmental values significantly influence attitude (β = 0.762, p < .01), while attitude and social norms positively influence Low-Carbon Tourism intention (β = 0.302 and 0.584, respectively). However, personal norms do not significantly affect attitude (β = 0.059, p = 0.311), reflecting a gap between values and moral obligation among Thai youth. Multi-group analysis shows that attitude has no significant difference across institution types, whereas social norms and perceived behavioral control differ significantly at the .05 level. Social norms have a negative effect among students in Autonomous Public Universities but a positive effect among those in Rajamangala Universities of Technology. Perceived behavioral control positively affects intention in Autonomous Public Universities and Rajabhat Universities, but negatively in Rajamangala Universities of Technology. This study provides a theoretical contribution by integrating Theory of Planned Behavior and the Value-Belief-Norm within the Thai institutional context and offers practical implications for government agencies, tourism organizations, and universities to design institution-specific policies and communication strategies promoting sustainable tourism behavior among youth.
