THE SATISFACTION OF THE MEMBERS TOWARDS VILLAGE AND COMMUNITY FUND ADMINISTRATION: A CASE STUDY BAN NONSA-ART, MOO 6, PA-WAI NUNG SUB-DISTRICT, BANFANG DISTRICT, KHONKAEN PROVINCE

Abstract
The purposes of this study were (1) to study the village fund members’ and the community fund members’ personal factors, and their satisfactions towards village and community fund administrations in Non Sa-art village, Moo. 6, Pa Wai Nung sub-district, Ban Fang district, Khonkaen province, as well as obstacles and suggestions on village and community fund administrations in Non Sa-art village, Moo. 6, Pa Wai Nung sub-district, Ban Fang district, Khon Kaen province. For research methodology, a questionnaire was conducted with 103 members of village and community funds. The data were statistically analyzed using percentage, mean, and standard deviation. The findings of the study were as follows:
1. There were 103 informants found in this study. Female informants with 58.25 % and male informants with 41.75 % were mostly observed. In addition, their age of up to 51, 41-45, 31-34, and 20-30 were respectively rated at 38.83%, 34.95 %, 22.33 %, and 3.88 %. The majorities of occupation were farmers (76.60%), shop owners (11.65 %), and freelance employees (11.65 %). In terms of their educational backgrounds, most of them earned a primary education diploma (72.82%), a secondary education diploma (26.21%), and a pre-degree certificate (0.97%);
2. Their satisfactions towards the organizational of village and community funds was rated at moderate level in terms of their planning, followed by their performance effectiveness, assessing financial management reports, and their participation;
3. Guidelines for the effective management of village and community funds were suggested that in terms of their planning, both working plans and their members’ loan reimbursement should be well-planed so that the village and community fund officials’ well-organized working plans and regulations for the members’ loans, loan reimbursement, and beneficiaries should be set up. Moreover, the provisions for the enhancement of the village and community fund committee’s decentralized organizational administration, as well as their academic understandings of effective fund management should be all required in terms of their performance effectiveness;
4. In terms of their members’ participation, it was stated that not only their members’ improper loan purposes, but also their no meetings were mostly found. In order to meet the requirements of loans, however, the members’ deeper understandings of their loan should be supported, and
5. In terms of assessing financial management reports, it was also stated that the outnumbers of members’ extravagant debts with their no loan reimbursement together with the village and community funds’ no well-organized loan management and incomplete balance sheet reports were mostly found.
