Managing the Nursing Workforce in Emergency and Trauma Care: A Human Resource Perspective from Resource-Limited Settings

This article provides an overview of human resource management (HRM) in emergency and pandemic care in resource-limited settings, using nurses as the primary example. Drawing on published literature, it discusses staffing, training, leadership, coordination, and staff well-being. Major pressures include workforce shortages, surges in demand, resource disruptions, psychological strain, and communication failures. Nurses often respond to these challenges by assuming expanded clinical and leadership roles. Key HRM strategies include flexible deployment, task-sharing, rapid training, adaptive leadership, and stronger logistical support. The discussion is also informed by the author’s practical leadership experience in COVID-19 emergency-care operations in Myanmar. The article highlights the central role of effective HRM in strengthening the resilience of emergency healthcare services
