Developing a Success-Factors Model for Implementing the Thai Labor Standard TLS 8001-2020
Main Article Content
Abstract
This study aimed to (1) examine the current conditions, challenges, and obstacles in implementing the Thai Labour Standard in the Thai industrial sector; (2) analyze managerial and organizational factors influencing implementation success; and (3) develop a success model appropriate for the Thai industrial context. A mixed-methods research design was employed, combining quantitative data collected from 320 industrial establishments with qualitative data obtained through in-depth interviews with human resource managers and safety officers. The findings indicated that the overall level of implementation of the Thai Labour Standards was moderate. Key internal obstacles included insufficient commitment from top management, limited competence of human resources and safety personnel, unstructured documentation systems, and an organizational culture that placed inadequate emphasis on labour and safety issues. External constraints involved increasing pressure from international buyers within global supply chains and inconsistent government support. The Structural Equation Modeling results demonstrated that the proposed TLS 8001-2020 Success Model explained 72% of the variance in implementation success. The most influential factors were management system readiness, top management commitment, and the competence of human resource and safety personnel, respectively. In addition, labour and safety culture, supply chain pressure, and government support were found to have significant positive effects on successful implementation. It can serve as a guideline to enhance labor management practices aligned with ESG principles and sustainability across the global supply chain.
