บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยที่มีผลต่อการเสริมสร้างประสิทธิภาพในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือน 2) เปรียบเทียบความสัมพันธ์ในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพล จำแนกตามปัจจัยส่วนบุคคล และ 3) ศึกษาสภาพปัญหา อุปสรรค และแนวทางการเสริมสร้างประสิทธิภาพการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือนในกำกับขององค์กรปกครองส่วนท้องถิ่น อำเภอพุนพิน จังหวัดสุราษฎร์ธานี ใช้แบบสอบถามเป็นเครื่องมือในการวิจัยเชิงปริมาณ ผู้วิจัยทำการสุ่มตัวอย่างโดยใช้กลุ่มตัวอย่างแบบเจาะจง (Purposive sampling) หรือ Judgement sampling โดยผู้วิจัยได้เลือกกลุ่มตัวอย่างโดยคำนึงถึงคุณสมบัติที่ผู้วิจัยต้องการศึกษา คือ เป็นอาสาสมัครป้องกันภัยฝ่ายพลเรือนในกำกับขององค์กรปกครองส่วนท้องถิ่น อำเภอพุนพิน จังหวัด สุราษฎร์ธานี ที่ผ่านการอบรมมากกว่า 3 ครั้งขึ้นไป จำนวน 190 ตัวอย่าง
ผลการศึกษา พบว่า ปัจจัยที่มีผลต่อการเสริมสร้างประสิทธิภาพในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือน ในกำกับขององค์กรปกครองส่วนท้องถิ่น อำเภอพุนพิน จังหวัดสุราษฎร์ธานี โดยรวมอยู่ในระดับมาก โดยมีค่าเฉลี่ยเท่ากับ 3.81 เมื่อพิจารณาเป็นรายด้านพบว่า กลุ่มตัวอย่างมีความคิดเห็นเกี่ยวกับปัจจัยที่มีผลต่อการเสริมสร้างประสิทธิภาพในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือน ด้านแรงจูงใจในการปฏิบัติงานมากที่สุด รองลงมาคือด้านความรู้ความเข้าใจในการปฏิบัติงาน ด้านการสร้างความสัมพันธ์และการทำงานเป็นทีม และด้านรางวัล และผลตอบแทนจากสังคม โดยมีค่าเฉลี่ยเท่ากับ 3.92, 3.89, 3.87, และ 3.73 ตามลำดับ
