อายุยืนนาน อยู่ดีและมีคุณภาพไทยเทียบ OECD ในการเปลี่ยนผ่านสู่สังคมสูงอายุโดยสมบูรณ์

บทคัดย่อ
การเพิ่มขึ้นของประชากรสูงอายุ และอายุคาดเฉลี่ยที่มากขึ้นส่งผลให้หลายประเทศต้องปรับนโยบายอายุเกษียณ อย่างไรก็ตาม ประเทศไทยไม่ได้มีการปรับปรุงนโยบายนี้มานานกว่า 50 ปี แม้จะมีการเปลี่ยนแปลงทางประชากรอย่างต่อเนื่อง การทำความเข้าใจสุขภาพของผู้สูงอายุเป็นสิ่งสำคัญสำหรับการปรับปรุงนโยบายอายุเกษียณ เนื่องจากผู้สูงอายุที่มีสุขภาพดีสามารถทำงานได้นานขึ้น ลดภาระทรัพยากรภาครัฐ และช่วยยกระดับคุณภาพชีวิต
การศึกษานี้มีวัตถุประสงค์เพื่อเปรียบเทียบอายุคาดเฉลี่ย อายุการมีสุขภาพดี และจำนวนปีที่มีสุขภาพไม่ดีของผู้สูงอายุในประเทศไทยกับประเทศสมาชิกกลุ่มองค์การเพื่อความร่วมมือทางเศรษฐกิจและการพัฒนา (OECD) รวมถึงวิเคราะห์ความสัมพันธ์ระหว่างปัจจัยทางประชากรศาสตร์ เศรษฐกิจ และสังคม กับอายุการมีสุขภาพดีของผู้สูงอายุ โดยใช้ข้อมูลทุติยภูมิและการวิเคราะห์ทางประชากรศาสตร์ในการประมาณอายุคาดเฉลี่ย อายุการมีสุขภาพดี และจำนวนปีที่มีสุขภาพไม่ดีของประชากรอายุ 55–95 ปี ทั้งนี้ยังได้นำการวิเคราะห์การถดถอยทางสถิติมาใช้เพื่อศึกษาและทำความเข้าใจความสัมพันธ์ทางสถิติระหว่างปัจจัยเหล่านี้กับสุขภาพของผู้สูงอายุ
ผลการศึกษาพบว่า แม้ว่าอายุคาดเฉลี่ยของไทยจะต่ำกว่าประเทศใน OECD แต่ผู้สูงอายุไทยมีช่วงชีวิตที่มีสุขภาพดีมากกว่า ทั้งนี้อายุเกษียณที่ยืดออกไปและชั่วโมงการทำงานที่ยาวนานขึ้นในกลุ่มประเทศ OECD มีความสัมพันธ์กับอายุการมีสุขภาพดีที่เพิ่มขึ้น ซึ่งชี้ให้เห็นว่านโยบายในลักษณะเดียวกันอาจเป็นประโยชน์ต่อประเทศไทย ปัจจัยด้านความเหลื่อมล้ำทางเพศ และเศรษฐกิจสังคมยังมีบทบาทสำคัญต่อสุขภาพของผู้สูงอายุ และการมีส่วนร่วมในตลาดแรงงาน การศึกษานี้เสนอแนะให้ส่งเสริมการมีส่วนร่วมของแรงงานสูงอายุ แก้ไขความเหลื่อมล้ำทางเพศ และลงทุนในโครงสร้างพื้นฐานด้านสาธารณสุขและเศรษฐกิจสังคม เพื่อสนับสนุนการเปลี่ยนผ่านของประเทศไทยไปสู่สังคมผู้สูงอายุโดยสมบูรณ์
