The Development of Academic Affairs Administration Strategies in Accommodating ASEAN Community of Municipality Schools under Local Educational Group 15

Abstract

The aims of this study were: 1) to investigate the circumstance in academic affairs administration of municipality schools under local educational group 15; 2) to propose the strategies for academic affairs administration of municipality schools under local educational group 15 in accommodating the ASEAN Community. The study was sectioned into 3 stages: 1) Investigating the circumstance in academic affairs administration in accommodating ASEAN Community of municipality schools under educational group 15; 2) Formulating the strategies for academic affairs administration of municipality schools under local educational group 15; 3) Assessing and evaluating the strategies for academic affairs administration of municipality schools under local educational group 15 by means of focus group discussion and connoisseurship techniques with experts in educational administration for municipality schools under local educational group 15. The results showed that:

In overall, the circumstance in academic affairs administration of municipality schools under local educational group 15 categorized by internal environment factors was ranked at the high level. For individual aspects analysis, it was found that every aspect was ranked at the high level. However, the aspect holding the highest mean was organization and policy, then followed by financial efficiency, while output, service, and management held the lowest mean scores.
2. 2. In overall, the circumstance in academic affairs administration of municipality schools under local educational group 15 categorized by external environment factors was found at the high level. For individual aspects analysis, it was found that the aspect holding the highest mean was politics and law, then followed by social and cultural, while economics held the lowest mean score.
3. The strategies for academic affairs administration in accommodating ASEAN Community of municipality schools under local educational group 15 comprised 4 key strategies and 8 sub-strategies. Key strategy 1: Develop procedure for academic affairs administration in accommodating ASEAN Community. Sub-strategy 1: Develop school curriculum in accommodating ASEAN Community. Sub-strategy 2: Promote procedure in learning management. Sub-strategy 3: Develop teacher’s potential and competence. Key strategy 2: Develop students to become ASEAN citizen. Sub-strategy 1: Develop the characteristics of Thai students for ASEAN. Sub-strategy 2: Promote student’s learning based on their competence and potential. Key strategy 3: Build awareness and positive attitudes in entering ASEAN Community. Sub-strategy 1: Empower understanding and readiness of teachers and involved personnel in entering ASEAN community. Key strategy 4: Promote management by using networking and participation. Sub-strategy: Promote educational cooperation among ASEAN countries. The results on evaluating the developed strategies for academic affairs administration of municipality schools under local educational group 15 showed that the strategies were appropriate and feasible for implementation at the highest level.
