Developing an Evaluation Model to Evaluate the Readiness of Technical Colleges in Entering ASEAN Communities
Abstract
This research and development aimed to 1) synthesize factors and indicators of the evaluation of the readiness of the technical college for entering to ASEAN Community, 2) develop the model and handbook of the model for evaluation of the readiness of the technical college for entering to ASEAN Community, and 3) find out the efficiency of the model for evaluation of the readiness of the technical college for entering to ASEAN Community.
This research was done in three phrases; the first phrase was the synthesis of factors and indicators of the readiness of the technical college, the second phrase was develop the model and handbook for evaluation of the readiness of the technical college for entering to ASEAN Community and the third phrase was try out and find out the efficiency of the model for the readiness evaluation of the technical college for entering to ASEAN Community.
1.The synthesis of indicators and factors of the readiness of Technical College for entering to ASEAN Community was implemented by the synthesis of documents and expert interview and then synthesized the data from both sources to construct indicators of evaluation of the readiness of the technical college for entering to ASEAN Community. Then, indicators were sent to experts to check the correctness based on the theory and the appropriateness of the the technical colleges’ context including the possibility for using as the evaluation of the readiness of the technical college for entering to ASEAN Community and then improved the indicators to make a questionnaire on the significance of the indicators in 5 rating scale. The data was collected with the administrators and teachers of 110 the technical colleges throughout the country by sending 10 questionnaires for each college. 820 questionnaires were sent back and 660 were complete. The data was analyzed for components of the preparation of the technical college for entering to ASEAN Community by using exploratory factor analysis.
2.The development of the model and handbook for evaluation of the readiness of the technical college for entering to ASEAN Community was implemented by study of documents and related literature on the model of the evaluation in many issues related to the preparation of the technical college for entering to ASEAN Community. Moreover, the study of the detail of the components and determined indicators to be used as the guidelines for evaluation of the readiness of the technical college for entering to ASEAN Community was also done. The model was designed by using Nevo s’ concept which consisted of 5 components;1) the goal of the evaluation, 2) scope of the evaluation, 3) the implementation consisted of evaluator, the instruments, the method and the time, 4) the judgement of the evaluation result consisted of the criteria, the evaluation program and 5) the report of the result and the use for the benefit including the development of the evaluation program. Then, the program was tried out to test the processing of the program and improved until the program was qualified and could be processed the result correctly. Moreover, the handbook of the program which consisted of the steps of the using, recording and reporting the result was made and then it was evaluated on the appropriateness.

The experiment of the readiness evaluation of the technical college for entering to ASEAN Community was done by sending letters for asking for permission to technical colleges where were willing to try out the evaluation model. Then coordinated with the technical colleges for preparing the place, and the committee of the evaluation and the related document. The handbook for using evaluation model and the handbook for using the evaluation program were sent to the committee to study the pattern and the method of the evaluation including the usage of the evaluation program. Before the experiment, the researcher prepared laptop computer for each committee and collected the documents used for the evaluation based on 3 factors of the evaluation and then implemented followed the evaluation handbook.
1.The synthesis of indicators and components of the readiness of the technical
college for entering to ASEAN community appeared that the researcher synthesized the indicators from documents and expert interview and then synthesized indicators of the readiness of the technical college for entering to ASEAN Community and sought out the quality of the indicators. There were 43 indicators and then analyzed components by extracting the components using principle component analysis and found the communality of each indicator of 43 indicators which were used to analyze the components of the readiness of the technical college for entering to ASEAN Community. From the orthogonal rotation by using Varimax s’ method, it could be grouped into three components which described the indicators ( 69.161%). Three factors consisted of
1.Preparation for the academics (18 indicators)
- 2. Preparation for language and technology (17 indicators)
- 3. Preparation for social and culture (8 indicators)
2.The development of the readiness evaluation of the technical college for
entering to ASEAN Community appeared that the researcher synthesized the model for evaluation of the readiness of the technical college for entering to ASEAN Community based on Nevo’s theory (Nevo,1983). The model was constructed with 5 main components consisted of 1) the goal of the evaluation, 2) scope of the evaluation, 3) the implementation,4) the judgement of the evaluation result and 5) the report of the result and the use of the result.
3.The experiment of the model for evaluation of the readiness of the technical
college for entering to ASEAN Community appeared that the result of the committees’ consideration on the appropriateness of the readiness evaluation of the technical college for entering to ASEAN Community in four issues consisted of 1) the standard of the usage, 2) the standard of the possibility for the usage,3) the standard of the appropriateness,4) the standard of the accuracy was found that the appropriateness in every issue were in the rank of the high to the highest level
