Integrating the State's Internal Security Mechanisms: A Case Study of the Internal Security Operations Command

Abstract

This academic article aims to study the integration of state internal security mechanisms, using the Internal Security Operations Command (ISOC) as a case study. ISOC plays a key role in directing, coordinating, and implementing Thailand's internal security policies within the context of complex, multidimensional modern threats affecting both state and human security. This study employs a documentary research approach, analyzing academic documents, laws, policies, government reports, and related materials. The analysis is conducted within the frameworks of holistic security, human security, and integrated governance to describe the role and operational mechanisms of ISOC as a central mechanism for Thailand's internal security. The findings indicate that ISOC is a crucial link among security, civilian agencies, and development agencies, enabling the state to respond more effectively to emerging threats, including social, economic and cyber security threats, as well as internal unrest. However, ISOC faces several limitations, including an unclear scope of authority, overlaps with civilian agencies, structural integration challenges, and debates regarding democratic legitimacy and checks and balances. Therefore, the development of state internal security mechanisms should focus on clearly defining their roles and responsibilities. It should also strengthen transparent governance mechanisms and promote the participation of the public and civilian agencies to ensure balanced security integration consistent with democratic principles, civil liberties, and sustainable development.
