Appropriate Model for Monitoring Universities of Rajabhat University Council

Abstract

The objectives of this investigation were to examine current situations and expectations in monitoring universities of the Rajabhat University Council, to develop an appropriate monitoring model, and to assess the appropriateness and feasibility of the model. The sample group for investigating the current situations and expectations were 5,213 respondents from 40 Rajabhat Universities, who were university council members and university administrators from the department heads upward. The multiple-step selection approach was applied to select this sample group, resulting in 160 respondents from eight universities. The sample group for developing the model were 11 specialists in higher education and related to Rajabhat Universities, and those for assessing the appropriateness and feasibility of the model included 30 members of university councils and university administrators from the department heads upward and three specialists in higher education and related to Rajabhat Universities. The research instruments were a questionnaire and an interview. The quantitative data were statistically analyzed for mean, percentage and standard deviation, and the results were presented in tables with descriptions. The qualitative data from the interviews and documentary research were analyzed and presented descriptively, using the content analysis approach. The research findings are summarized as follows.

1. For current situations and expectations, it was found from the opinions of the stakeholders in monitoring the universities that their expectations were much higher than current situations in all aspects.
2. In assessing the appropriateness and feasibility of the model, it was revealed that the six criteria of appropriateness were at the highest level in all aspects and the quality of the manual for implementing the model was also at the highest level. The six criteria were roles and responsibilities of the university council, criteria and methods of selecting the council president and members, supporting factors for monitoring the university, performances of the council, empowering and developing competencies of council members, and assessment of the council.
3. The assessment results on the appropriateness and feasibility of the model by the stakeholders at Chiang Mai Rajabhat University and the specialists in higher education revealed that the constructed model was appropriate and feasible at the high to highest levels in all aspects and components.
