Factors Effecting the External Quality Assessment among Municipal Schools in Education on Region 5

Abstract

This dissertation aimed to 1) to study levels of factors in the standard assessment on
external quality of fundamental education in municipal schools in Education Group 5; 2) to
analyze the factors having effects to the assessment on external quality of Fundamental
Education Group 5. The research was conducted in mix methodology; data collection by
questionnaires from 432 teachers and school administrators were used for quantitative study;
fundamental data were analyzed by descriptive statistics and constructive equation modeling;
hypothesis of relative variables were tested by AMOS 16 program. Qualitative study was
conducted by semi-constructive in-depth interviews with 7 external quality assessors of
fundamental education and municipal school administrators and content analyzing.
Findings from the questionnaires revealed that a school administrator’s leadership, the
external quality assessment of basic education, a teacher’s instructional management, and
community involvement made an average mean at high level in every aspect. The structural
equation modeling/path analysis indicated a good fit and was consistent with the empirical
data. The external quality assessment of basic education schools in group 5 improved when
the administrator had possessed a good leadership, the teacher’s instructional management
was child-centered, and community involvement in school development was high level. The
findings from in-depth interviews found that supporting the potential of teachers of administrator,
the lesson plans which preparing by teachers and students, community participation meetings
were also consistent with the findings from questionnaires and supporting research results.
