บทคัดย่อ
บทความนี้มุ่งพัฒนาตัวแบบการพัฒนาเมืองอัจฉริยะโดยใช้ความเชื่อเป็นฐาน โดยใช้การวิจัยเชิงคุณภาพ เก็บข้อมูลด้วยการสังเกตแบบมีส่วนร่วมและแบบสำรวจวัตถุวัฒนธรรมจากพื้นที่ศักดิ์สิทธิ์แปดแห่งในเขตเมืองพิษณุโลก วิเคราะห์ข้อมูลโดยใช้ทฤษฎีฐานราก ผลการศึกษาพบความสัมพันธ์ระหว่างนโยบาย กลยุทธ์การพัฒนาพื้นที่เขตเมือง ความเชื่อเรื่องโชคแบบชั่วคราวและองค์ประกอบของพื้นที่ศักดิ์สิทธิ์
ผลการศึกษาพบรูปแบบการพัฒนาเมืองอัจฉริยะทางปัญญาตามกรอบเสาหลักนโยบายสี่ประการ ซึ่งมีเป้าหมายสำคัญเพื่อใช้มิติทางวัฒนธรรมและความเชื่อในการพัฒนาพลเมืองอัจฉริยะและขับเคลื่อนการพัฒนาเมืองอย่างรอบด้านและยั่งยืน ประกอบด้วย 1) การปรับทิศทางแนวคิดด้านวีรบุรุษนิยมและการกำหนดคุณค่า 2) การเสริมสร้างทุนมนุษย์และความเชื่อมั่นในตนเอง 3) การเปลี่ยนผ่านทางดิจิทัลวัฒนธรรมและ
การไหลเวียนของความรู้ และ 4) การจัดการทรัพยากรวัฒนธรรมอย่างยั่งยืน โดยมีข้อเสนอเชิงนโยบายที่สำคัญคือ การกำหนดกลยุทธ์การพัฒนาเมืองที่ให้ความสำคัญมากขึ้นกับวีรบุรุษในชีวิตประจำวัน เพื่อยกระดับจิตใจของบุคคลด้านการกำหนดคุณค่า สะท้อนย้อนคิดถึงการตายของตนเอง สร้างแรงบันดาลใจในการกระทำสิ่งดีงามที่เกินความคาดหมายปกติ สร้างเสริมทัศนคติที่ดีและเชื่อมั่นในอำนาจการควบคุมของตนเอง และพัฒนาระบบเทคโนโลยีเพื่อเสริมสร้างทักษะแห่งอนาคตที่จำเป็นต่อการพัฒนาเมืองแห่งการเรียนรู้ตลอดชีวิต
