บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการปฏิบัติตามมาตรฐานการศึกษาขั้นพื้นฐานด้านผู้บริหารในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2 2) ศึกษาปัญหาการปฏิบัติตามมาตรฐานการศึกษาขั้นพื้นฐานด้าน ผู้บริหารในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2 3) เปรียบเทียบความคิดเห็นของข้าราชการครู และบุคลากรทางการศึกษาที่มีต่อสภาพการปฏิบัติตามมาตรฐานการศึกษาขั้นพื้นฐานด้านผู้บริหารในโรงเรียนสังกัดสำนักงาน เขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2 จำแนกตามตำแหน่งหน้าที่ วิทยฐานะ และประสบการณ์การทำงาน 4) เปรียบเทียบ ความคิดเห็นของข้าราชการครูและบุคลากรทางการศึกษาที่มีต่อปัญหาการปฏิบัติตามมาตรฐานการศึกษาขั้นพื้นฐาน ด้าน ผู้บริหารในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2 จำแนกตามตำแหน่งหน้าที่ วิทยฐานะ และ ประสบการณ์การทำงาน กลุ่มตัวอย่าง ได้แก่ ข้าราชการครูและบุคลากรทางการศึกษา จำนวน 314 คน จำแนกเป็น ผู้บริหาร สถานศึกษา 37 คน และครูผู้สอน จำนวน 277 คน โดยการกำหนดขนาดกลุ่มตัวอย่างตามตารางของเครจซี่และมอร์แกน สุ่มกลุ่มตัวอย่างแบบแบ่งชั้นภูมิ โดยใช้อำเภอที่ตั้งโรงเรียน และตำแหน่งหน้าที่เป็นชั้นภูมิ คำนวณขนาดของกลุ่มตัวอย่าง แต่ละชั้นโดยใช้วิธีเทียบสัดส่วน ดำเนินการสุ่มอย่างง่าย โดยวิธีการจับสลาก เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็น แบบสอบถามแบบตรวจสอบรายการและเป็นแบบมาตราส่วนประมาณค่า มีค่าความเชื่อมั่นเท่ากับ 0.979 วิเคราะห์ข้อมูล โดยหา ค่าความถี่ ค่าร้อยละ ค่าเบี่ยงเบนมาตรฐาน สถิติทดสอบที (t-test) และสถิติทดสอบเอฟ (F-test)

ผลการวิจัยสรุปได้ ดังนี้ 1) ความคิดเห็นของข้าราชการครูเกี่ยวกับสภาพการปฏิบัติตามมาตรฐานการศึกษาขั้นพื้นฐาน ด้านผู้บริหาร โดยภาพรวมและรายด้านอยู่ในระดับมาก 2) ความคิดเห็นของข้าราชการครูเกี่ยวกับปัญหาการปฏิบัติตามมาตรฐาน การศึกษาขั้นพื้นฐานด้านผู้บริหาร โดยภาพรวมและรายด้านอยู่ในระดับมาก 3) เปรียบเทียบความคิดเห็นของข้าราชการครูและ บุคลากรทางการศึกษาเกี่ยวกับสภาพการปฏิบัติตามมาตรฐานการศึกษาขั้นพื้นฐานด้านผู้บริหาร จำแนกตามตำแหน่งหน้าที่ พบว่า มีสภาพการปฏิบัติงานแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และด้านที่มีความคิดเห็นแตกต่างกันคือด้านการ บริหารแบบมีส่วนร่วม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 จำแนกตามวิทยฐานะและประสบการณ์การทำงาน พบว่า ไม่แตกต่างกัน และ 4) เมื่อเปรียบเทียบความคิดเห็นของข้าราชการครูและบุคลากรทางการศึกษาเกี่ยวกับปัญหาการ ปฏิบัติตามมาตรฐานการศึกษาขั้นพื้นฐานด้านผู้บริหาร จำแนกตามตำแหน่งหน้าที่ วิทยฐานะและประสบการณ์การทำงาน พบว่า ไม่แตกต่างกัน

THE OPERATIONS BASED ON BASIC EDUCATIONAL STANDARDS OF ADMINISTRATORASPECTIN SCHOOL UNDER LOEI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 2

The objectives of this study were1) to study the situations of the operations basedon basic educational standards of administrator aspect in school under Loei Primary Educational Service Area Office 2,2) to study the problems of the operations base on basic educational standards of administrator aspect in school under Loei Primary Educational Service Area Office 2, 3) to compare the opinions of teachers and educational personnel towards situations the operations base on basic educational standards of administrator aspect in school under Loei Primary Educational Service Area Office 2 classified by their positions, academic standing and working experience, and 4) to compare the opinions of teachers and educational personnel problems situations the operations base on basic educational standards of administrator aspect in school under Loei Primary Educational Service Area Office 2 classified by their positions, academic standing and working experience. The sample consisted of 37 administrators and 277 teachers. A rating scale questionnaire was used in data collection. The statistics used for analyzing the data were frequency, percentage, mean, standard deviation, t-test and F-test.

The findings were as follows: 1) Thelevel of opinions on the situations of operations based on basic educational standards of administrator aspect in school under Loei Primary Educational Service Area Office 2 was at the high level. 2) The level of opinions on the problems of operations based on basic educational standards of administrator aspect in school under Loei Primary Educational Service Area Office 2 was at the high level. 3) The comparison of respondents’ opinions in overall aspects and individual aspect towards the situationsof the operations based on basic educational standards of administrator classified by their positions werestatistically significant different at the of .05 level and theaspect which was opinions different is participative management different with the statistical significance at the level of .01. The other aspects indifferenceclassified by their academic standing and working experience was indifferent opinion towards the situations with the statistical significance. and 4) The comparison of respondents’ opinions in overall aspects and individual aspect towards the problems of the operations based on basic educational standards of administrator classified by their positions, academic standing and working experience was indifferent opinion towards the problems with the statistical significance at the level of .05
