ปัจจัยที่ส่งผลต่อการดำเนินงานป้องกันและบรรเทาสาธารณภัย ของเทศบาลตำบลในจังหวัดปราจีนบุรี

บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยที่ส่งผลต่อการปฏิบัติงานป้องกันและบรรเทาสาธารณภัยของอาสาสมัคร ป้องกันภัยฝ่ายพลเรือน ของเทศบาลตำบลในจังหวัดปราจีนบุรี 2) ศึกษาระดับการปฏิบัติงานป้องกันและบรรเทาสาธารณภัย ของอาสาสมัครป้องกันภัยฝ่ายพลเรือนของเทศบาลตำบลในจังหวัดปราจีนบุรี 3) ศึกษาความสัมพันธ์ระหว่างปัจจัยที่ส่งผลต่อ การดำเนินงานป้องกันภัยฝ่ายพลเรือนของเทศบาลตำบล ในจังหวัดปราจีนบุรีกับการปฏิบัติงานป้องกันและบรรเทาสาธารณภัย ของอาสาสมัครป้องกันภัยฝ่ายพลเรือนของเทศบาลตำบลในจังหวัดปราจีนบุรี กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ อาสาสมัคร ป้องกันภัยฝ่ายพลเรือนของเทศบาลตำบลในจังหวัดจังหวัดปราจีนบุรี จำนวนทั้งสิ้น 317 คน เครื่องมือที่ใช้ในการเก็บรวบรวม ข้อมูล เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบน มาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน

ผลการวิจัยพบว่า

1. ปัจจัยที่ส่งผลต่อการปฏิบัติงานป้องกัน และบรรเทาสาธารณภัยของอาสาสมัครป้องกันภัยฝ่ายพลเรือนของเทศบาล ตำบล ในจังหวัดปราจีนบุรี โดยรวมอยู่ในระดับมากทุกด้าน โดยเรียงค่าเฉลี่ยจากมากไปหาน้อย 4 ลำดับ ได้แก่ ด้านความ ภาคภูมิใจในตนเอง ด้านการทำงานเป็นทีม ด้านความรู้เกี่ยวกับงานอาสาสมัครป้องกันภัยฝ่ายพลเรือน และด้านการได้รับการ สนับสนุนทางสังคมจาก ศูนย์ อปพร. เทศบาลตำบล ตามลำดับ

2. การปฏิบัติงานป้องกันและบรรเทาสาธารณภัยของอาสาสมัครป้องกันภัยฝ่ายพลเรือน ของเทศบาลตำบล ในจังหวัด ปราจีนบุรี โดยรวมอยู่ในระดับมากที่สุดทุกด้าน โดยเรียงค่าเฉลี่ยจากมากไปหาน้อย 4 ลำดับ ได้แก่ ด้านการกู้ชีพกู้ภัย ด้านการ ป้องกันและบรรเทาภัย ด้านการรักษาความสงบเรียบร้อย และด้านการสงเคราะห์ผู้ประสบภัย ตามลำดับ

3. ความสัมพันธ์ระหว่างปัจจัยที่ส่งผลต่อการดำเนินงานป้องกันภัยฝ่ายพลเรือน ด้านความรู้เกี่ยวกับงานอาสาสมัคร ป้องกันภัยฝ่ายพลเรือน ด้านความภาคภูมิใจในตนเอง ด้านการได้รับการสนับสนุนทางสังคมจาก ศูนย์ อปพร. เทศบาลตำบล ด้านการทำงานเป็นทีม มีความสัมพันธ์กับการปฏิบัติงานป้องกันและบรรเทาสาธารณภัยของเทศบาลตำบลในจังหวัดปราจีนบุรี อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

FACTORS AFFECTING THE OPERATION ON THE DISASTER PREVENTION AND MITIGATION OF THE SUB-DISTRICT MUNICIPALITIES IN PRACHINBURI PROVINCE

The objectives of this research were 1) to study the factors affecting the civil protection volunteers’ operation on the disaster prevention and mitigation of the Sub-district Municipalities in Prachinburi Province 2) to investigate the civil protection volunteers’ operational levels on the disaster prevention and mitigation of the Sub-district Municipalities in Prachinburi Province, and 3) to study the relation between factors affecting the operation and performance of the civil protection volunteers on disaster prevention and mitigation of the Sub-district Municipalities in Prachinburi Province. The samples were 317 civil protection volunteers from the Sub-district Municipalities in Prachinburi Province.

The research instrument used for the data collection was the five point scale questionnaire. The statistics used for data analysis were frequency, percentage, mean, standard deviation, and Pearson’s Correlation Coefficient.

The research revealed that;

1. The factors affecting the civil protection volunteers’ operation on the disaster prevention and mitigation of the Sub-district Municipalities in Prachinburi Province as a whole were at a high level. There were self-esteem, teamwork, knowledge on civil disaster protection tasks, and social support from the Disaster Prevention and Mitigation Center in the Sub-district Municipalities respectively.

2. The civil protection volunteers’ operation on the disaster prevention and mitigation of the Sub-district Municipalities in Prachinburi Province as a whole were at the highest level. There were rescue, disaster protection and mitigation, peacekeeping operation, and relief operation to victims respectively.

3. The relation between factors affecting the operation and performance of the civil protection volunteers on disaster prevention and mitigation of the Sub-district Municipalities in Prachinburi Province was at a level of significance of .01.
