การใช้ระบบการประเมินบทความก่อนการตีพิมพ์ในวารสารวิชาการในประเทศไทย: ปัญหาและกลยุทธในการแก้ไข

การใช้ระบบการประเมินเพื่อกลั่นกรองบทความวิชาการก่อนตีพิมพ์ในวารสารวิชาการได้รับการยอมรับทั่วโลก ระบบนี้เริ่มต้นใช้ตั้งแต่ปี ค.ศ. 1731 นับถึงปัจจุบันนี้เป็นเวลา 289 ปี วัตถุประสงค์สำคัญคือ คัดกรองให้ได้บทความที่มีคุณพาพสูง มีความแกร่งทางวิชาการเพื่อเผยแพร่สู่สังคมและสาธารณะ เป็นการพัฒนาและยกระดับคุณภาพงานวิชาการให้มีมาตรฐาน วิธีการคือ ให้ผู้ประเมินที่มีความเชี่ยวชาญในสาขา จำนวนหนึ่งอ่านแล้วรายงานผลว่ามีมาตรฐานที่สมควรจะตีพิมพ์หรือไม่ มีการแก้ไขปรับปรุงอย่างไร แต่การประเมินที่ใช้อยู่จะมีข้อดีอยู่มากแต่ก็มีปัญหาหลายด้าน เช่น ปัญหาการขาดแคลนผู้ประเมิน และปัญหาคุณภาพของผู้ประเมิน ประเทศไทยได้ใช้ระบบนี้มาระยะหนึ่ง พบปัญหาหลายด้าน เช่นกัน บทความนี้เสนอสาระสำคัญ แนวคิดเกี่ยวกับระบบการประเมินบทความ ส่วนประกอบหลักของระบบการประเมินบทความ รูปแบบการประเมิน กระบวนการประเมิน ปัญหาและกลยุทธ์การแก้ไข และสรุป โดยมีข้อเสนอแนะให้ปรับปรุงระบบอย่างต่อเนื่อง และได้นำเสนอปัญหาท้าทาย 12 ประการ พร้อมทั้งกลยุทธ์ในการแก้ไขปัญหา 12 ประการ เพื่อผู้มีส่วนได้ส่วนเสียสามารถนำไปพิจารณาดำเนินการให้บังเกิดผลตามเป้าหมายเชิงประจักษ์ต่อไป
