เมื่อปี พ.ศ. 2559 ประเทศสมาชิกอาเซียนทุกประเทศได้ให้สัตยาบัณต่ออนุสัญญาว่าด้วยสิทธิคนพิการ ซึ่งเป็นสนธิสัญญาฉบับแรกขององค์การสหประชาชาติที่ให้ความสำคัญต่อสิทธิของคนพิการโดยเฉพาะ ต่อมาในปี พ.ศ. 2561 ประเทศสมาชิกอาเซียนได้ให้การรับรองแผนแม่บทอาเซียน พ.ศ. 2568: เพื่อบูรณาการสิทธิคนพิการ โดยมีวัตถุประสงค์เพื่อผนวกรวมประเด็นสิทธิของคนพิการเข้ากับนโยบายและแผนงานของทุกองค์กรในประชาคมอาเซียน ซึ่งแสดงให้เห็นว่าประเด็นสิทธิของคนพิการนั้น ไม่ได้เป็นเพียงภารกิจของประชาคมใดประชาคมหนึ่งโดยเฉพาะ ตามที่เคยเป็นมาในอดีตที่ประเด็นสิทธิของคนพิการจะถูกจำกัดอยู่ภายใต้ความรับผิดชอบของประชาคมสังคมและวัฒนธรรมอาเซียนเท่านั้น การทำสิทธิของคนพิการให้เป็นจริงได้ ซึ่งเป็นการลดช่องว่างระหว่างระหว่างนโยบายและการปฏิบัติ ต้องอาศัยความร่วมมือของทุกประชาคม กล่าวคือ ประชาคมการเมืองและความมั่นคงอาเซียน ประชาคมเศรษฐกิจอาเซียน และประชาคมสังคมและวัฒนธรรมอาเซียน ประเทศไทยในฐานะผู้ริเริ่มเสนอแผนแม่บทอาเซียนฯ นี้ ได้ดำเนินการให้เป็นไปตามแผนงานของทั้งสามประชาคม หากแต่ยังคงพบช่องว่างระหว่างนโยบายและการนำสู่การปฏิบัติ บทความนี้จะได้กล่าวถึงความเป็นมา หลักการและสาระสำคัญของแผนแม่บทอาเซียนฯ รวมทั้งนำเสนอแนวทางในการดำเนินงานตามแผนแม่บทฉบับดังกล่าวของไทย ด้วยการประสานกฎหมายทั้งในระดับพระราชบัญญัติและกฎหมายลำดับรองกับนโยบายให้เกิดผลที่เป็นรูปธรรม เพื่อบูรณาการสิทธิคนพิการให้เป็นจริง
