กลยุทธ์การบริหารตามหลักธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่นในจังหวัดกำแพงเพชร

การวิจัยมีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพ ปัญหา ปัจจัยที่เกี่ยวข้องการบริหารตามหลักธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่น 2) พัฒนากลยุทธ์การบริหารตามหลักธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่นในจังหวัดกำแพงเพชร และ 3) ประเมินกลยุทธ์ ประชากรที่ใช้ในการวิจัยเป็นบุคลากรขององค์กรปกครองส่วนท้องถิ่น ในจังหวัดกำแพงเพชร จำนวน 450 คน และกลุ่มผู้ให้ข้อมูลเชิงคุณภาพ จำนวน 61 คน รวบรวมข้อมูลด้วยการใช้แบบสอบถาม และแบบประเมินที่ซึ่งมีค่าดัชนีความสอดคล้องระหว่างข้อคำถามกับวัตถุประสงค์ (IOC) อยู่ระหว่าง 0.60-1.00 เก็บรวบรวมข้อมูลด้วยการสนทนากลุ่ม การสัมภาษณ์ การประชุมเชิงปฏิบัติการ การสัมมนาอิงผู้เชี่ยวชาญ วิเคราะห์ข้อมูลด้วยการหาค่าร้อยละ ค่าเฉลี่ย และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) สภาพการบริหารตามหลักธรรมาภิบาลมีการบริหารตามหลักการทุกรายการ ปัญหาโดยภาพรวมอยู่ในระดับน้อย สำหรับปัจจัยที่เกี่ยวข้อง พบว่า ทุกปัจจัยอยู่ในระดับมาก 2) กลยุทธ์ที่พัฒนาขึ้นมี 8 กลยุทธ์ ได้แก่ (1) พัฒนากระบวนการบริหาร (2) พัฒนาระบบการกำกับติดตามและประเมินผล (3) พัฒนากระบวนการปฏิบัติงาน (4) พัฒนาบุคลากรให้ยึดมั่นในหลักนิติธรรมและหลักความเสมอภาค (5) พัฒนาระบบการบริหารงานแบบมีส่วนร่วม (6) ปรับโครงสร้างองค์กรรูปแบบใหม่ (7) พัฒนาระบบข้อมูลสารสนเทศ (8) ยกระดับบุคลากรให้เป็นผู้มีคุณลักษณะอันพึงประสงค์ตามค่านิยมร่วมขององค์กร และ 3) ผลการประเมินกลยุทธ์ พบว่า กลยุทธ์มีความสอดคล้อง ความเหมาะสม ความเป็นไปได้ ความเป็นประโยชน์ ในระดับมากถึงมากที่สุด
