ADMINISTRATIVE STRATEGIES ACCORDING TO GOOD GOVERNANCE OF LOCAL GOVERNMENT IN KAMPHAENG PHET PROVINCE

The objectives of this research were to 1) study the states, problems, and factors related to the good governance of local administrative organizations, 2) develop administrative strategies according to the good governance of local administrative organizations in Kamphaeng Phet Province, and 3) evaluate the strategies. The population used in the research were 450 personnel of local government organizations in Kamphaeng Phet Province and a group of 61 qualitative informants. Data were collected using questionnaires and assessment forms that have an index of item objective congruence (IOC) between 0.60-1.00. The data collected by focus group discussions, workshops, connoisseurship. The data were analyzed using percentage, mean, and content analysis. The research results showed that 1) the administration according to the principles of good governance was managed according to the principles of every aspect. Overall, the problem was at a low level. Regarding the related factors, it was found that all factors were at a high level. 2) The developed strategies consisted of eight strategies as follows: (1) developing management processes, (2) developing a system of supervision, monitoring, and evaluation, (3) developing work processes, (4) developing personnel to adhere to the rule of law and equality, (5) developing a participatory management system, (6) restructuring a new organization, (7) developing information systems, and (8) elevating personnel to have desirable characteristics following the shared values of the organization. 3) The evaluation of the strategies revealed that the strategies were consistent, appropriate, feasible, and profitable from a high level to the highest level.
