การบริหารจัดการการจัดทำแผนพัฒนาสามปีโดยการมีส่วนร่วมของประชาชน ในเขตองค์การบริหารส่วนตำบลตะกุกเหนือ อำเภอวิภาวดี จังหวัดสุราษฎร์ธานี

บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารจัดการ ระดับการมีส่วนร่วม ศึกษาปัญหา/ข้อเสนอแนะ และ เสนอแนวทางในการบริหารจัดการการจัดทำแผนพัฒนาสามปีโดยการมีส่วนร่วมของประชาชนในเขตองค์การบริหารส่วนตำบล ตะกุกเหนือ อำเภอวิภาวดี จังหวัดสุราษฎร์ธานี เก็บรวบรวมข้อมูลจากผู้นำชุมชนและประชาชนที่มีสิทธิ์เลือกตั้งในเขตองค์การ บริหารส่วนตำบลตะกุกเหนือ จำนวน 400 คน ใช้วิธีการสุ่มแบบโควตาโดยใช้แบบสอบถามซึ่งมี 2 ตอน ตอนที่ 1 มีค่าความเชื่อ มั่นที่ 0.94 และตอนที่ 2 มีค่าความเชื่อมั่นที่ 0.97 สถิติที่ใช้ ได้แก่ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน และจากการสนทนากลุ่ม โดยการสุ่มแบบเจาะจง จำนวน 12 คน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า สภาพการบริหารจัดการการจัดทำแผนพัฒนาสามปีโดยการมีส่วนร่วมของประชาชนโดยภาพรวม อยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการวางแผนและด้านการเป็นผู้นำอยู่ในระดับมาก ส่วนด้านการจัดการ และด้านการควบคุมอยู่ในระดับปานกลาง ระดับการมีส่วนร่วมของประชาชนในการบริหารจัดการการจัดทำแผนพัฒนาสามปี โดยภาพรวมอยู่ในระดับปานกลางเมื่อพิจารณาเป็นรายด้านพบว่า ทุกด้านอยู่ในระดับปานกลาง เรียงตามลำดับ ดังนี้ 1) ด้าน การตัดสินใจ 2) ด้านการปฏิบัติการ 3) ด้านการติดตามและประเมินผล และ 4) ด้านการรับผลประโยชน์ โดยพบปัญหาว่า การรับฟังความคิดเห็นที่เป็นแบบทางการทำให้ประชาชนไม่กล้าแสดงความคิดเห็นประชาชนขาดความรู้ความเข้าใจโครงการ ในแผนพัฒนายังขาดความพร้อม ข้อเสนอแนะที่ได้ควรจะรับฟังความคิดเห็นของประชาชนให้ครอบคลุมกลุ่มผู้มีส่วนได้เสีย ควรจะเสริมความรู้ความเข้าใจให้แก่ประชาชนและควรจะศึกษาความพร้อมของโครงการให้ชัดเจน สำหรับแนวทางการบริหาร จัดการการจัดทำแผนพัฒนาสามปีโดยการมีส่วนร่วมของประชาชน ได้แก่ การประชาสัมพันธ์ให้ประชาชนทราบอย่างทั่วถึง การสร้างเครือข่ายความร่วมมือจากทุกภาคส่วน คณะผู้บริหารให้ความสำคัญในการจัดทำแผนพัฒนาสามปีอย่างจริงจังและ มีการประชุมชี้แจงผลการจัดทำแผนพัฒนาสามปีให้ประชาชนทราบเป็นประจำทุกปี

THE MANAGEMENT OFTHREE-YEAR DEVELOPMENT PLAN BY RESIDENTS’ PARTICIPATION IN THAKUKNUEA SUB-DISTRICT ADMINISTRATIVE ORGANIZATION, WIPHAWADEE DISTRICT, SURAT THANI PROVINCE

This research aimed to study the management condition, participation levels, issues, and suggestions; as well as to realize means of managing a three-year management development to encourage the participation by residents of Thakuknuea Sub-district Administrative Organization, Wiphawadee District, SuratThani Province. The data were collected from 400 community leaders and residents who were eligible to vote in Thakuk-Nuea Sub-district Administrative Organization, Wiphawadee District, Surat Thani Province, via quota sampling. The questionnaire, which is now the second one is believed to 0.94, and the two are believedto 0.97. The statistics were mean score, standard deviation, and group discussion of 12 participants (through purposive sampling). Content analysis was then applied.

The research found that the condition of the management of the development plan was rated average. When considered each aspect, planning and leadership at a high level, the management and control were moderate. The participation of citizens were moderate,when considered each aspect were moderate,The aspect with the highest mean score was ‘decision making’ followed by ‘operation and evaluation’. The aspect with the lowest mean score was ‘benefit receiving’. The issues found in this research included; the formal public consultation intimidated the residents; the residents lacked knowledge in the matter; and the project for the development plan lacked readiness. Suggestions included; the public consultation should include stakeholders; there should be an elevation of residents’ understanding; there should be a study regarding the readiness of the project. As for the means of managing the three-year management development plan, a thorough promotion should be made. There should be a network of different organizations. The management executives should regard this matter highly important. Finally, there should be an annual public result presentation.
