การวิเคราะห์คุณลักษณะทางสารสนเทศเพื่อกำหนดองค์ประกอบเมทาดาทาของทรัพย์สินทางปัญญาดิจิทัล

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์คุณลักษณะด้านเนื้อหาความรู้ กายภาพ และบริบทของทรัพย์สินทางปัญญาดิจิทัลในประเทศไทย ตัวอย่างที่ใช้ในการศึกษา คือ ทรัพย์สินทางปัญญาดิจิทัล ประเภทงานอันมีลิขสิทธิ์ที่มีการจดแจ้งและบันทึกไว้ในระบบตรวจสอบข้อมูลลิขสิทธิ์ของกรมทรัพย์สินทางปัญญา กระทรวงพาณิชย์ ตั้งแต่ปี พ.ศ. 2560-2567 จำนวน 65,944 รายการ ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยวิธีวิเคราะห์เอกสารตามแนวทางการวิเคราะห์คุณลักษณะทางสารสนเทศ ผลการวิเคราะห์ทรัพย์สินทางปัญญาดิจิทัล สามารถกำหนดองค์ประกอบเมทาดาทาของทรัพย์สินทางปัญญาได้ 23 องค์ประกอบใน 3 ด้าน แบ่งออกเป็น 1) ด้านเนื้อหา 4 องค์ประกอบ คือ ประเภทงานอันมีลิขสิทธิ์ รายละเอียดการสร้างสรรค์หรือแรงบันดาลใจ ชื่อผลงาน และภาษาของผลงาน 2) ด้านกายภาพ 7 องค์ประกอบ คือ เจ้าของลิขสิทธิ์ ตัวแทน ผู้สร้างสรรค์ หรือนามแฝง ความเป็นเจ้าของลิขสิทธิ์ สถานที่ติดต่อ ผู้แจ้งข้อมูลการใช้ข้อยกเว้นการละเมิดลิขสิทธิ์เพื่อประโยชน์ของคนพิการที่ไม่สามารถเข้าถึงงานอันมีลิขสิทธิ์ได้ และลักษณะงานสร้างสรรค์ และ 3) ด้านบริบท 12 องค์ประกอบ คือ วันที่ยื่น วันที่รับ เลขคำขอ เลขที่แจ้ง ทะเบียนข้อมูล การโฆษณางานผลงานลิขสิทธิ์ สถานที่สร้างสรรค์ผลงาน ปีที่สร้างสรรค์ผลงาน ข้อมูลการใช้ประโยชน์จากข้อยกเว้นการละเมิดลิขสิทธิ์เพื่อประโยชน์ของคนพิการ ประเภทสื่อที่ยกเว้นการละเมิดลิขสิทธิ์เพื่อประโยชน์ของคนพิการ รายการคำขอเพิกถอนข้อมูลลิขสิทธิ์ และเอกสารประกอบการแจ้งข้อมูลลิขสิทธิ์ โดยโครงร่างเมทาดาทาที่พัฒนาองค์กรและหน่วยงานที่เกี่ยวข้องกับทรัพย์สินทางปัญญาสามารถนำไปใช้เพื่อจัดเก็บองค์ความรู้และจัดการทรัพย์สินทางปัญญาทั้งในรูปแบบเดิมและรูปแบบดิจิทัล เพื่อให้ผู้ใช้สามารถเข้าถึงความรู้จากทรัพย์สินทางปัญญาได้อย่างมีประสิทธิภาพ
